Over the past several years, there has been an
exponential increase in the price of hay due to several factors such as
weather and rising fuel costs. To help offset this expense, on November 1, 2005 NCEP
began charging a hay
surcharge. As of June 1, 2008, the hay surcharge is $41/month.
